Free Ring Tones are easy to find if you know where to look. Unfortunately, there are a lot of junk websites out there with very little actual free content to offer you. I've clicked more than my share of bogus ads made to look like they link to ringtones. All I ended up with were a ton of popups and more bogus websites.
Don' waste your time with those sites. They may have a free ring tone or two but they are buried, surrounded by ads and popups and possibly viruses you don't need.
Customize your phone with free ring tones
To get started adding free ring tones to your phone you'll first need to know what kind of ring tones your phone uses.
I've found over 20 different possible formats depending on your phone, and some phones can use more than one format. You'll also need to find out how/if you can put ring tones on your phone; over the air, using a connected cable, bluetooth, text, or email.
If you don't already know your type of sound file you may need to call a customer service rep and ask them or search your model number online.
Free Ring Tones
I've been able to find a virtual endless supply of free ring tones. It is very rare for me to pay for a ringtone since I now know how to easily find the free stuff. Why pay when you don't have to?!
The first obvious place to get free ring tones is within your own music collection. You can edit parts of songs to make your own unique and obviously cool ring tones that will make your friends jealous. There are also lots of places to get free and legal music and sound effects (covered below) so you'll never run out of new tones on your phone.
You only need a small snippet of music to make a ring tone. Unless you're accustomed to letting your phone ring and ring and annoy the rest of us, you won't need a very long piece of audio. You can download free sound editing software and convert your audio into ring tones.
Very often you will find your mobile service provider has an app store or some online location where you can download free ringers. They are worth checking out. You won't find the latest and greatest songs/tones, but you can still find unique and free ring tones. Add the step above to make your own ring tones and you can turn an ordinary download into something only you have.

Musgle - Google music search is a great place to start.
I very often find the obscure and the classic songs from my past that have lots of good parts to snip and turn into a tone.
Search online for "public domain music" for a large variety of free music you can use for ring tones or whatever.
You'll find just about everything from pop to rock to hip hop, reggae, classical, country, and a long list of stuff you've never heard of.
Free Sound Effects
It's not just your ringer that can be customized. You might also have new email tones, calendar alert tones, and other sounds your phone makes that you can change. I have 5 different email accounts that push alerts to my phone when new email arrives. Each inbox has a unique alert tone so I know without looking which email inbox has mail. I also have unique sounds for lots of other applications that use sound profiles.
Search "free wav sounds" for all sorts of free wavs that can be added as ring tones, alerts, or alarms.
